Government guidelines changed after security services disrupted a terror plot to blow up planes to the US with liquid explosives last August. Mike Ginty, one of the firm’s distributors, said: “I can understand that people may well be opposed to paying for four bags but the machines cost several hundreds of pounds each. Passengers were creating a huge backlog by queuing up for security without bags.”

A spokesman for Luton airport, owned by Spanish group TBI, said: “The intention is to avoid people getting through security and finding they’re not provided. Every step of the way we’re trying to say to people you need a bag for your liquids. It’s unfortunate if it doesn’t come across that way.”
